When weary Mormon settlers first glimpsed the vast, shimmering expanse of the Great Salt Lake in July 1847, cresting the formidable Wasatch Mountains, their initial disbelief quickly turned to a profound understanding of their new home. They recognized that this seemingly arid landscape was sustained by an abundant source of freshwater, originating from the snowmelt of Utah’s towering mountain ranges, including the Wasatch and the Uintas. Streams, born from alpine valleys, coalesced into the Jordan River, a name they bestowed upon it, before emptying into the immense saline body. Brigham Young, their leader, surveyed the scene and famously declared, "It is enough. This is the right place," marking the genesis of a new civilization in the American West.

From that pivotal moment, the settlers established Great Salt Lake City, a community that would later shorten its name, and immediately began constructing dams and diverting waterways to irrigate their fields and pastures. This ambitious undertaking transformed a challenging, arid environment into a thriving, irrigated sanctuary they envisioned as Zion. The Great Salt Lake, the largest natural lake west of the Mississippi River and the grandest saltwater lake in the Western Hemisphere, historically spanned between 1,700 and 2,000 square miles, its size fluctuating with annual precipitation. However, significant river diversions initiated in the 20th century have dramatically altered this natural equilibrium.

This immense body of water plays a critical role in the arid Western United States, serving as a vital hub on the Pacific Flyway, a crucial migratory corridor connecting South America to the Arctic. It supports an astonishing array of avian life, with over 10 million birds from more than 230 species traversing its waters annually. The lake’s ecological significance is unparalleled; it is indispensable for up to 60% of the world’s Wilson’s phalaropes, approximately a quarter of North America’s snowy plovers and pintail ducks, 10% to 20% of its white pelicans, and a staggering 50% to 90% of its eared grebes. These grebes congregate in late summer, relying on the lake’s rich brine shrimp populations to molt and gain sustenance for their arduous southward migration.

The Great Salt Lake is a unique and exceptionally fragile ecosystem, utterly dependent on consistent freshwater inflows to sustain its vital brackish wetlands, which are biodiversity hotspots. The degradation of this natural wonder, let alone its potential disappearance, would trigger devastating consequences. These impacts would extend far beyond the avian populations of the Western Hemisphere, threatening a $1.9 billion diversified local economy and posing a significant risk to the respiratory health of the nearly 2.7 million residents of the Wasatch Front megalopolis, which comprises the vast majority of Utah’s 3.5 million inhabitants.

Despite its critical importance, Utah is now alarmingly accelerating a process that risks drying up the Great Salt Lake. The lake receives its water from three primary rivers: the Jordan, Weber, and Bear. All of these waterways experience substantial diversions before reaching the lake. Consequently, freshwater inflows have diminished by approximately 40% since the late 1980s, leading to a dramatic 64% reduction in water volume. The lake’s surface level has dropped an alarming 11 feet since the 19th century. This shrinking footprint, representing nearly half of its historical average, not only intensifies salinity levels, posing a severe threat to its delicate ecosystem, but has also exposed close to a thousand square miles of dry lakebed, or playa.

These vast expanses of exposed playa are susceptible to fierce winds, which whip up dust laden with heavy metals and toxic compounds. These contaminants originate from both natural geological deposits and intensive mining and mineral extraction activities surrounding the lake. A 2020 study published in the journal Atmospheric Environment revealed a grim reality: air pollution, increasingly exacerbated by the region’s severe dust storms, is responsible for between 2,480 and 8,000 premature deaths annually in Utah. This environmental burden shortens average life expectancy by up to 3.6 years and inflicts an annual economic cost on Utahns ranging from $750 million to $3.3 billion. The Wasatch Front, one of the nation’s fastest-growing regions, is experiencing a growing exodus of residents who are choosing to leave due to the deteriorating air quality.

In 2022, the Great Salt Lake reached its lowest recorded level in history, covering a mere 888 square miles. As dust storms intensified in frequency and severity, becoming impossible to ignore and fueling mounting public pressure for solutions, Utah Governor Spencer Cox’s response was to urge residents to pray for rain.

However, the lake’s decline is not attributable to divine intervention or a lack of precipitation, although global warming is steadily exacerbating reduced river flows. The primary driver of this crisis is the pervasive overuse of water, a direct consequence of decades of policy decisions by Utah politicians, including Governor Cox, and by public institutions tasked with managing the state’s precious water resources. These entities have demonstrably failed to heed Brigham Young’s prescient declaration, "It is enough."

Utah, a state characterized by its arid climate, exhibits the second-highest per-capita water consumption in the United States, trailing only its neighboring state of Idaho. The majority of municipal water is allocated to irrigating lawns, golf courses, sidewalks, driveways, and streets. Approximately 60% of household water usage is dedicated to outdoor landscaping, a figure significantly higher than the national average of 30%. Much of this landscaping consists of lawns, with an estimated 300,000 acres of grass, predominantly Kentucky bluegrass, requiring an extensive 24 to 30 inches of water over its growing season – translating to two or more feet of water simply to maintain its green appearance. Urban Utah, or more accurately, suburban Utah, outside of downtown Salt Lake City, presents a visually striking, yet ecologically precarious, mirage of verdant expanses: miles of manicured lawns, an irrigated "Kentucky beyond the 100th Meridian."

This extensive greening is facilitated by a system of perverse policy incentives, beginning with the deliberate obfuscation of water’s true cost. Utah boasts the cheapest municipal water rates in the U.S., incentivizing water waste as the cost appears negligible to consumers. However, this apparent affordability masks a deeper financial reality: Utah relies more heavily on property taxes to fund its water infrastructure than any other Western state. A substantial portion of these property taxes, levied on homes, businesses, and vehicles, is channeled into water diversion and delivery infrastructure, effectively subsidizing and concealing the actual cost of water. In many instances, property taxes constitute a larger share of a water district’s revenue than water sales, with some rural districts deriving 75% to 100% of their income from these taxes, rendering the cost virtually invisible to water users.

This high per-capita water usage, in turn, is frequently cited as justification for the necessity of new water projects. Despite the undeniable shrinkage of the Great Salt Lake and its dire associated consequences, the state is actively pursuing plans to divert an additional 200,000 acre-feet of water annually from the Bear River via a 90-mile pipeline. This massive undertaking is primarily intended to support the expansion of suburban lawns. This volume of water exceeds the annual consumption of the entire 4 million residents of the City of Los Angeles. The water is demonstrably not needed, and the substantial cost, projected to be billions over decades, will be borne by future generations of Utah taxpayers.

Utah is killing the Great Salt Lake

If the ambitious Bear River Development project proceeds, it will effectively seal the fate of the Great Salt Lake. The question then arises: how do Governor Cox and other elected officials anticipate evading accountability for this potentially catastrophic decision? The answer lies within the state’s deeply ingrained, dysfunctional institutional framework.

Even more concealed than the hidden cost of water is the intricate web of vested interests that actively promote and profit from water projects. This network includes legislators, often with direct business ties to project areas, water district employees, influential lobbyists, and project contractors. By law, water districts possess unrestricted lobbying capabilities and the authority to fund lobbying efforts, while simultaneously being shielded from public scrutiny. The Water District Water Development Council, essentially the lobbying arm of the water industry, enjoys exemption from all open government laws that mandate open meetings and public access to minutes, a privilege enjoyed by very few entities within Utah.

In 1951, the Utah Legislature enacted the Water Conservancy District Act, which facilitated the establishment of independent water conservancy districts. While many of these districts do not directly sell water to consumers, they instead supply wholesale water to municipalities or other retail water providers. Nevertheless, all such districts retain the authority to issue bonds and levy property taxes, even without approved project expenditures. Critically, these taxes are never required to "sunset," instead accumulating in substantial slush funds that become prime targets for project proponents and lobbyists.

Compounding these systemic issues, in February of this year, the Utah Legislature passed, and Governor Cox signed, House Bill 392. This legislation grants the state the power to effectively neutralize lawsuits aimed at curbing its actions by allowing for blatant judge-shopping. At its sole and absolute discretion, the state can remove a case from a designated district judge and reassign it to a hand-picked three-judge panel, remaining immune from any challenge or judicial review. This maneuver will severely hinder the ability of advocacy groups, such as the Utah Rivers Council, which has dedicated years to opposing unnecessary water projects in the state, to effectively defend the Great Salt Lake.

All of this mismanagement, coupled with deliberate obfuscation – practices that amount to systemic corruption – creates a perilous path towards the destruction not only of the irreplaceable Great Salt Lake but also of all water resources and water-dependent ecosystems throughout Utah. It is a scenario that would surely cause Brigham Young to turn over in his grave, a stark departure from the vision of a sustainable sanctuary he foresaw.
